Update: Arson Disregard for Human Life/Suspect Arrested

Update: James LEPINE has been located, arrested, and lodged at Brandon Correctional Centre. He will appear in court today on a charge of Arson Disregard for Human Life.

On November 11, 2019 shortly before 6:00 am, police and members from BFES responded to a structure fire at a residence in the 700 block of 13th street. Multiple individuals and pets evacuated safely from the building. There were no injuries reported as a result of this fire. We do not have an estimation as to the extent of the damage to the residence, except to say that it remains uninhabitable at this time.  A warrant was issued for the arrest of James LEPINE.

 

Arrest Warrant/Break, Enter and Commit

 

On March 30, 2019, police responded to a business alarm after 4:00 am. Officers met with employees from the business and checked the building believing the alarm to be false, as nothing appeared disturbed at that time.

On April 1, 2019, police responded to a report of break and enter at the business, which was later determined to have occurred when the initial business alarm was sounded.

Police discovered that on March 30, 2019, the suspect entered the business through an insecure door, and while inside the building, entered an office and removed a laptop. The suspect placed the laptop outside the building, and then continued to explore the interior until a security alarm sounded.

When the alarm sounded, the suspect is believed to have hidden in the suspended ceiling, which eventually fell through causing over $4000 in damage. This damage wasn’t discovered by employees until they returned to work the following Monday.

The laptop was recovered as it had been discarded nearby. It is not believed anything else was stolen.

Ongoing investigation into this Break and Enter lead police to the discovery of the identity of the 21-year-old male suspect who does not reside in Brandon, making it difficult for Brandon Police to pursue him.

On the evening of November 12, 2019, the suspect attended to Brandon Police Service, as he was aware of the outstanding arrest Warrant. He will appear in court on January 6, 2020 on a charge of Break, Enter and commit.

 

Fraud Credit Card/Possession of Property Obtained by Crime

On November 7, 2019, police received a complaint regarding the theft and use of a debit card. At approximately 9:30 pm that day, a suspect entered a vehicle in the 500 block of Louise Ave and took a purse and wallet, which were left inside.

A debit card from the purse was used at two Brandon businesses to make purchases. Investigators learned the identity of the suspect from the video surveillance from the two businesses.

On November 12, 2019, at 3:40 pm police conducted a traffic stop in the 700 block of 10th street. The 39-year-old male suspect from the theft and use of debit card was a passenger in the vehicle. He was arrested and lodged at Brandon Correctional Centre. He will appear in court today on charges of Fraud Credit Card X 2, and Possession of Property Obtained by Crime.

Another passenger of the vehicle was also found to be in possession of three types of medications including Tylenol 3, Hydromorphone, and OxyContin. The 21-year-old female was arrested and will appear in court on three counts of Possession under the CDSA (Controlled Drugs and Substances Act).

 

Theft Under $5000

On November 12, 2019, at approximately 5:00 pm, an off duty member of Provincial E911 observed a male exit a business in the 900 block of Victoria Ave with merchandise that he had not purchased. Police attended and located the 45-year-old male who was intoxicated at the time. The male was arrested and lodged at Brandon Correctional Centre due to his intoxication level, and will appear on court on January 13, 2020 on a charge of Theft Under $5000.

Arrest Warrant

On November 12, 2019, at noon, police observed a 21-year-old male in a verbal confrontation with another individual in the 000 block of 7th street. The male was wanted on outstanding charges of Utter Threats, and Fail to Attend Court. He was arrested and lodged at Brandon Correctional Center and will appear in court today.

 

Breach of Peace

On November 12, 2019 at approximately 5:45 pm, police responded to a report of an individual who was yelling, and swearing while banging on a door and refusing to leave in the 300 block of 4th street. The complainant did not know who the female suspect was, and they were concerned because of her escalating behavior. Police discovered a 29-year-old female who was suspected to be under the influence of Meth. She was arrested and lodged at Brandon Correctional Centre to prevent any further issues.

 

Breach of Peace

On November 12, 2019 shortly after 10:00 pm, and then again shortly after midnight, police responded to two separate complaints at a business in the 800 block of Pacific Ave of individuals who were behaving erratically, creating an unsafe environment. In both cases, the individuals were believed to be under the influence of Meth and/or alcohol. A 36-year-old male and a 19-year-old female were each arrested and lodged to prevent further issues.

 

Breach of Peace

On November 13, 2019, shortly after midnight, police responded to a report of a physical fight between two 18-year-old male family members at a residence. The males were both found to be intoxicated. They were arrested and lodged at Brandon Correctional Centre to prevent them from hurting each other.

 

IPDA

On November 13, 2019 at approximately 4:40 am, a 36-year-old male attended to Brandon Police Service where he proceeded to pass out in the lobby. The male had no one to care for him while intoxicated, and was lodged at Brandon Correctional Centre.

 

Breach of Recognizance

On November 12, 2019, police received a report of an 18-year-old male who was in breach of his curfew, as he left his residence after 11:45 pm. The male was located On November 13, 2019 at 5:10 am, and was arrested and lodged to appear in court today on a charge of Breach of Recognizance.
